What could your Pasadena injury case be worth?
Pasadena sits inside Harris County, which recorded 115,173 crashes in 2024 and 579 traffic deaths, more than any other county in Texas. But Pasadena is its own city with its own police department and its own claim rules, and that distinction matters more than most people expect: the 90-day notice deadline that applies to the City of Houston does not apply here.

The Pasadena process, start to finish
If your crash was on a Pasadena city street, the Pasadena Police Department took the report. On unincorporated Harris County roads it was the Harris County Sheriff’s Office, and on state highways it was DPS Highway Patrol. Whichever agency responded files the CR-3 report into TxDOT’s CRIS system within ten days, where a regular copy costs $6 and a certified copy $8. CRIS releases reports only to parties named in Tex. Transp. Code § 550.065, so you have to identify your interest when you request it.
Your civil case would be filed in Harris County, not in Pasadena: the Harris County Civil District Courts at 201 Caroline Street in downtown Houston handle larger claims, and the Civil Courts at Law in the same building handle smaller ones. Records are split between two offices, with the District Clerk holding district court files and the County Clerk holding the county civil court files.
The deadline point is worth being precise about. Houston’s charter requires notice of a claim against the city within 90 days, which is far shorter than the Texas Tort Claims Act default. That charter provision applies to Houston, not to Pasadena. A claim against the City of Pasadena runs on the statutory six months unless Pasadena’s own charter shortens it, and confusing the two in either direction can cost a claim.
Texas proportionate responsibility governs the outcome. Your recovery is reduced by your share of fault and barred entirely above 50%, which makes the crash report narrative and any independent witness unusually important. At 30% responsibility a $200,000 claim yields $140,000; at 51% it yields nothing.
How to get your Pasadena crash report
- Where to request it
- https://cris.dot.state.tx.us/public/Purchase/
- Cost
- $6.00 for a regular (redacted) copy and $8.00 for a certified copy, under Tex. Transp. Code § 550.065
- Timing and access
- Officers must submit the CR-3 report to TxDOT within 10 days of the crash, and it generally appears in CRIS within about two weeks. Reports are released only to parties named in § 550.065 — those involved, their authorised representatives, insurers, and specified agencies — so a requester must identify their interest.

Court recordsHow fault is allocated in Texas
Texas follows modified comparative negligence with a 50% bar. Below that line your recovery is reduced in proportion to your fault. Above it, you recover nothing at all, which makes the fault allocation the central dispute in most contested claims.
As an example, a $100,000 claim in which you are found 20% responsible would yield $80,000. The same claim with 51% responsibility attributed to you would yield nothing, because Texas bars recovery above 50%.

Insurance requirements in Texas
Not mandatory, but insurers must offer at least $2,500 in personal injury protection with every auto policy, and it is included unless the applicant rejects it in writing. PIP pays medical expenses and 80% of lost income regardless of fault. Tex. Ins. Code § 1952.152.
Minimum liability coverage in Texas is $30,000 per injured person, $60,000 per accident, and $25,000 for property damage. Those are legal floors rather than typical limits, and a serious injury claim often exceeds them.
Corridors that generate the most Harris County claims
| Corridor | Why it matters |
|---|---|
| Interstate 45 (Gulf Freeway and North Freeway) | Runs the full length of the county and carries both commuter and port-bound freight traffic. Segments of I-45 appear consistently among the highest-fatality urban freeway miles in Texas. |
| Interstate 10 (Katy Freeway and East Freeway) | Among the widest freeways in the country through west Houston, with heavy weaving between managed lanes and frontage roads, and a major east-west freight route toward the Port of Houston. |
| Beltway 8 / Sam Houston Parkway | A full loop with frequent frontage-road transitions, where speed differentials between the tolled main lanes and the frontage roads produce a distinctive collision pattern. |
| US 59 / Interstate 69 (Southwest Freeway and Eastex Freeway) | Carries dense commuter traffic through the inner loop with tightly spaced entrance and exit ramps. |
| Loop 610 | The inner loop, where the interchanges with I-10, I-45, and US 59 concentrate merge and sideswipe collisions. |
Looking up a case
Case records for Harris County are maintained by the Harris County District Clerk. Civil filings are generally public, so you can look up a case by party name or case number without being a party to it.
If a government agency was involved
A claim against the City of Pasadena proceeds under the Texas Tort Claims Act, with written notice required within six months unless the city charter shortens it. Pasadena is not Houston, and the two have different notice rules, so a claim arising here should not be filed on the assumption that Houston’s 90-day charter deadline applies. Recovery against a municipality is capped by Tex. Civ. Prac. & Rem. Code § 101.023 at $250,000 per person and $500,000 per occurrence.
